'Accused Car Dealer Appears In Court (KDKA Pittsburgh) A local car dealer accused of scamming nearly five dozen customers appeared in court today. State Police investigators say David Roach, owner of Roach?s West Pointe Chrysler Jeep Dodge in Burgettstown, didn?t pay the sales tax or registration fees, leaving the customers with illegal vehicles.
